Trust me, lots of low ball offers and trade offers go on during a sale.
Prob both the above. Sometimes I think it makes people think there is more interest then there is, but other times its low balling and trades like just said.
I don't think its all that uncommon to try to make things people are selling seems like everyone is interested however!
