Yes, it absolutely is spam. You should never respond to these kinds of messages and you've done the right thing by bringing this to our attention. The spammer is banned now.
Below is a guide on how not to fall victim of a 'backdoor deal' type fraud:
Back door selling
I will admit I am confused by the OP post as it appears to me when he responds to the OP of a sales thread he claims he get the below message from the seller which does not make sense to me:

Could it be that he posted to the sales thread saying he was interested in purchasing the watch and the scammer than sent him the below response which was not from the OP seller in the sales thread and from the scammer which would make more sense. If this is correct, this would imply that the scammer has set up an RG ID in which he brows through RG sales threads looking for a relative newbie RG member who has posted to a sales thread saying he is interested in the watch for sale and the scammer than contacts the newbie RG member asking him to contact him via the scammer email address in the PM he sent to the person who tried contacting the OP of the sales thread.

Same dude messaged me after I responded to a FS post.
I don’t what the use of the word “claims” is supposed to imply, but it has happened to me twice when I responded to a sales post.
Next time I wont do anything, but delete it.

Are you saying you get the same message from RG scammer ghhall01 when you send a PM to the real seller of the watch.
It seems odd that ghhall01 responded with a title "For Sale Grand Seiko only 2 weeks old" as when I looked at the sales thread it appears you did not post to the sales thread as per below RG sales thread below until 4 am this morning:
For Sale Grand Seiko only 2 weeks old.
Help us out - Did you sent a PM to the seller of the Grand Seiko and you got a response from the scammer ghhall01 as it would be very odd to send a PM to a RG member and get a response to your PM to a specific seller from a different RG member when you did not post to the sales thread that you sent the PM to the RG seller.
@Jcbvh
It looks like you responded to the Grand Seiko sales thread as per below at 4 am this morning and the scammer sent you a PM at 9:17 AM which now makes more sense that the scammer saw your post to the Grand Seiko sales thread and than sent you a PM asking you to do the transaction via his scammer email address.
For Sale Grand Seiko only 2 weeks old.

It now makes more sense on what is going with the scammer, he brows RG sales threads looking for relatively new RG members or low post count and RG feedback who posts to the sales thread and sends them a PM to do the deal via email. Unfortunately this RG scam has been tried before and has been successful before and sad to say will be done again by the RG scammer. I also suspect that we have a serial scammer on RG who uses multiple RG ID's from different IP addresses and when he is caught and banned he creates a new RG scammer ID.
If the seller claims to be acting on behalf of another; a friend or relative, this is almost certainly a scam. If the seller is not a VIP member or is an ordinary member with less than 100 posts, they are not eligible to sell on the forum anyway. Finally, if they ask you to contact them via a private email link or through other social media then this is also inviting trouble.
This guy also reached out to me, both times I never PM'd anyone, I only commented on the sales threads
