Yes it is at the top of the main page, although I think they should do some work on it to make it more eye catching and user friendly

I tried in the default theme. I also tried a different browser. I am using Chrome on both mac and windows. I also tried explorer in windows.
Then the problem is in your settings.

We are both at the Settings>general settings screen; however, the word chat does not appear on that page:

No chat option on the quick links pull down and no chat at all in settings.

On a desktop I show chat on in general settings.
And show no chat option in the quick links drop down.

It's not a quick link and it's not a drop down. Just displays under the header.
