It's not about those games, I have a fast connection and reading speed.
I think it's a PHP configuration thing. I've noticed the same restriction in two other forums using this same forum software setup. I've been hit by it a few times in the other forum, but I just do something else while I'm waiting for the timeout.
Keeps out spammers too. I can't sheit in 30 seconds why would I want to read that fast?
Its a forum configuration and it can be set to whatever ammount is inteted by the person setting. Its mainly to prevent post floods and double posting. Ive only ran into it a handful of times and you see how much I post here.

I don't mind waiting at least 30 seconds for a second posting, and it helps keep spam messages to a minimum.

all bank credit card operations have a fail safe trigger that analyizes spending pattern and usage. for example, a stolen CC is most often swiped at a self serve gas pump and if the pump turns on the CC thief knows the card is active, has not been reported missing/stolen and off they drive off to make a run on the card. it is amazing how fast these thieves can drain a credit balance.
also if your spending pattern does not normally have fair to hi ticket items and all of a sudden there are charges for HD TVs, jewellery, hi end watches or for us reps, international purchases, cash advances, vacations, use of CC at merchants never used before (like if you use your CC at walmart and then all of a sudden a string of charges come on to 1st tier stores Bulgari, Tiffany's Macy's Victoria Secrets, cash advance at a casino or at a gentleman's club ... bambo card usuage flag
here's one that will come into play soon. CC home address is say in Indiana (mom and dad's home), all charges are in Indiana, then all of a sudden charges come from Texas for gasoline, groceries, restaruants, University of Texas bookstore. Flag up - possible stolen card and a run is happening. Card blocked. in reality, card is correctly being used by the card owners in indiana and the texas charges are on an approved user card for a daughter or son at school at UT. mom/dad has to call to reactivate the card and all is good till the next card payment cycle
there are other models that "we" in card security set out there. one of the best things to do is call your card company, explain that a series of charges will come through for this and that and you are giving them a heads up. granted this will not gaurantee a constant green light but at least we have advance knowledge of what may happen. trust me if the CC bank rep says they cannot do anything to stop the flag that is BS there is an overide code - usually will need a manager's approval but it can be done.
