Your location nor your heritage (not that we would know anyway) has any bearing on the search results. Now if you phrase your questions in German (or with German words), that may get you results coming from that section.
Now back to the question at hand. Go to Advanced Search, select the Search Single Content Type tab, type in the Keyword(s) for the words you are looking for and then under Additional Options, Search in Forum(s), click each forum where you would like to search while holding down the CTRL key. Don't select the Diskussionen auf Deutsch forum, click Search Now and all your results should not include that forum.
