Restricted Forum main page

For the past couple of weeks I’ve been unable to view the full forum front page without logging in.
Is this just an access issue for me or are others experiencing the same?
I know that new memberships were suspended for a time and this issue seemed to coincide with the start of that. As new membership applications are being allowed again, I expected the front page to revert to its normal format.
I’ve tried various browsers and all show the same.
I’m running Windows 10 with Firefox as my default browser.
I’ve looked in the announcements section but nothing relating to this is mentioned.
This is what I see when accessing the basic URL.

Don't worry It's not your issue, we did it by design
You will need to log in, the forum it's not open to unregistered members anymore

Thanks for that. It just puzzled me that the stats show 849 guests online. If they are not registered members how are they online? Perhaps the terminology 'guest' doesn't mean what I think it means.
